CONGRESS PASSES HEALTH CARE REFORM

Status:  The U.S. House of Representatives passed the Senate-approved version of H.R. 3590, the Patient Protection & Affordable Care Act, in addition to H.R. 4872, the Health Care & Education Affordability Reconciliation Act, in March. President Obama has since signed the bill into law. The IFA opposed both pieces of legislation, firmly believing that Congress should start over with legislation that would achieve meaningful, long-term control of U.S. health care costs.

Sample Letter in Support of Vote:

As a voter in your state and a franchise leader in my community, I am writing to you today to thank you for your vote opposing the Patient Protection & Affordable Care Act.

As the largest and oldest franchising trade group, the IFA’s mission is to safeguard the business environment for franchising worldwide. IFA represents more than 85 industries, including more than 12,000 franchisee, 1,100 franchisor and 500 supplier members nationwide. According to a 2008 study conducted by PricewaterhouseCoopers, there are more than 900,000 franchised establishments in the U.S. that are responsible for creating 21 million American jobs and generating $2.3 trillion in economic output.

The IFA’s number one priority for health reform legislation is to ensure that health insurance is more affordable for franchised businesses and their employees. For a decade, the IFA has supported legislation that would enable small employers to band together through national associations or franchise systems to purchase health insurance. We have supported legislative proposals that strengthen consumer-oriented, affordable health insurance options. Finally, the franchised business community has long sought solutions to medical malpractice laws to curb the impact of litigation on health insurance premiums and the cost of medical care.

The focus of health reform should be on lowering the cost of health care, improving quality of care, and making health insurance affordable for businesses like mine to provide to our valuable employees.  Again, I thank you for opposing legislation that ultimately will hurt small businesses, including franchises like mine.

Thank you.
